History of Georgia's HOPE Scholarship: Recognizing Excellence

In 1990 Zell Miller was elected governor on a platform that included a promise to establish a state lottery for education. True to his promise, he created Georgia's nationally acclaimed HOPE Scholarship, considered by many to be the crown jewel of Georgia's higher education system. This session will focus on the life and ideals of Zell Miller, the political history and challenges of creating and implementing the lottery, and the challenges of implementing and administering the HOPE Scholarship. Hank Huckaby will evaluate the success of HOPE in achieving the governor's policy goals.
