De-Escalation Strategies for Public Safety: First Line to Commanders  

Public Safety officers and personnel in today’s society are faced with a multitude of growing challenges. One major challenge is the trend towards an increase of acting out behavior by the individuals they might encounter. The current attitude of challenging authority and police legitimacy has contributed to an increase in the escalation of behavior and an overall conflict with the citizens we serve.

Behavioral research indicates “violence is a process and not an event.” It leads us to examine the process, which starts with the escalation of individual behavior and leads to an overall acting out phase that in many cases ends in a conflict between police and citizens.

The P.I.E.R. De-Escalation Model is a behavior prevention and intervention process that provides a pathway for you to successfully de-escalate acting out behavior of citizens with whom you may encounter. Bobby Kipper will explain how this model of Prevention – Intervention – Enforcement – Recovery will allow you to identify the two-ways humans act out and provide you with the necessary skills to successfully de-escalate acting out behavior.
