North Alabama Public Service Training Center   

The goal of the NAPSTC is to offer a broad spectrum of public service sector training based on the needs of local and regional organizations and agencies on an ongoing basis, additionally the center also has the capability to develop courses and training tailored to meet specific department/agency/organization needs. These courses can either be taught here at the center’s facilities in Northwest Alabama or can be conducted at your agency or another location as needed.     Take Action: Make the R.I.G.H.T. Choice and Intervene is a no-cost course intended to train, encourage, and empower law enforcement personnel to actively intervene when needed to prevent colleagues from committing policy or procedure mistakes or unprofessional, unethical, or criminal conduct. Intervening is critical for officer safety and wellness and community trust. This curriculum was developed for law enforcement officers of all ranks and experience, including basic entry-level recruits. Through facilitated discussions, group activities, and role-play exercises, the course participants will analyze what inhibits officers from intervening, recognize law enforcement-specific barriers to effective intervention, examine duty to intervene legal standards for law enforcement, and identify key benefits of an effective intervention.

    In the STOP THE BLEED® certification course, you’ll learn three techniques to help save a life before someone bleeds out: (1) How to use your hands to apply pressure to a wound; (2) How to pack a wound to control bleeding; (3) How to correctly apply a tourniquet. Through course instruction and practical demonstration, these three techniques will empower you to assist in an emergency and potentially save a life. Stop the Bleed kits and CAT tourniquets will be available for purchase at the completion of the course.

    This course prepares law enforcement and first responders to recognize, document and investigate hate crimes. Students will learn about state and federal hate crime laws, how to support hate crime victims, and hate crimes trends in the United States. The course is inclusive of all hate crime bias motivation types including sexual orientation and gender identity. It is ideal for civilian and sworn first responders who are charged with taking crime reports that could involve a hate crime.

    The ICAT de-escalation course, is a training program that provides first responding law enforcement officers and other first responders with the tools, skills, and options they need to successfully and safely defuse a range of critical incidents. Developed by the Police Executive Research Forum (PERF), ICAT takes the essential building blocks of critical thinking, crisis intervention, communications, and tactics, and puts them together in an integrated approach to training. ICAT is designed especially for situations involving persons who are unarmed or are armed with weapons other than firearms, and who may be experiencing a mental health or other crisis.  This course includes both classroom and scenario based learning components.  This course is funded through a cooperative partnership with the US Department of Justice – Office of Community Oriented Policing Services (DOJ-COPS).

    Mental Health First Aid for First Responders teaches you how to identify, understand and respond to signs of mental illnesses and substance use disorders. This training gives you the skills you need to reach out and provide initial support to someone who may be developing a mental health or substance use problem and help connect them to the appropriate care. It focuses on the unique experiences and needs of first responder personnel and is a valuable resource that can make a difference in their lives, their coworkers’ and families’ lives, and the communities they serve.

    WHAT IT COVERS:

    A discussion of first responder culture, stigma and their relevance to the topic of mental health.

    Outreach tactics to respond to individuals experiencing a mental health crisis.

    A discussion of the specific risk factors faced by many first responders and their families.

    A review of common mental health resources for first responders, their families and those who support them.


    VitAL Alabama through the University of Alabama is offering 2 upcoming Mental Health First Aid trainings in Florence for first responders and public safety personnel, hosted by the North Alabama Public Service Training Center. Two separate training dates are available:

    • Monday, March 31 from 8:15am-3:30pm
    • Tuesday, April 1 from 8:15am-3:30pm

    Duplicate trainings will be held both dates. The trainings are offered at no cost to participants or departments, and are paid by the Mental Health Awareness Training grant through SAMHSA. Participants also receive 8 hours of CEU’s for the training, as well as Certification from the National Council on Mental Well-Being. This training gives participants the skills needed to reach out and provide initial support to someone who may be developing a mental health or substance use problem and help connect them to the appropriate care. It focuses on the unique experiences and needs of first responders, and is a valuable resource that can make a difference in their lives, their coworkers’ and families’ lives, and the communities they serve.     The Advanced Roadside Impaired Driving Enforcement (ARIDE) program was developed by the National Highway Traffic Safety Administration (NHTSA) with the help of the International Association of Chiefs of Police (IACP) to address the gap in training between the Standardized Field Sobriety Testing (SFST) and the Drug Evaluation and Classification (DEC/DRE) Program.  This course is a twoday training program that will train law enforcement officers how to observe, identify, and articulate the signs of impairment related to drugs, alcohol, or a combination of both in order to reduce the number of impaired driving incidents.


    Advanced Roadside Impaired Driving Enforcement (ARIDE) Training offers additional information to law enforcement officers on detecting impairment caused by more than just alcohol. Once an officer completes the training he/she will be more proficient with the 3 test battery of the SFST (HGN, WAT, OLS), as well as a broader knowledge of drug impairment indicators. Law enforcement officers will also be more familiar with the Drug Recognition Expert (DRE) program and its function.

    PREREQUISITES: Students who attend this course should have completed the Basic DUI Enforcement and Standardized Field Sobriety Testing (SFST) training curriculum and be able to complete a proficiency exam of the SFST and identify all validated clues on the first day of training. Students must be full-time APOST-certified law enforcement officers.

    In the STOP THE BLEED® certification course, you’ll learn three techniques to help save a life before someone bleeds out: (1) How to use your hands to apply pressure to a wound; (2) How to pack a wound to control bleeding; (3) How to correctly apply a tourniquet. Through course instruction and practical demonstration, these three techniques will empower you to assist in an emergency and potentially save a life. Stop the Bleed kits and CAT tourniquets will be available for purchase at the completion of the course.

    Take Action: Make the R.I.G.H.T. Choice and Intervene is a no-cost course intended to train, encourage, and empower law enforcement personnel to actively intervene when needed to prevent colleagues from committing policy or procedure mistakes or unprofessional, unethical, or criminal conduct. Intervening is critical for officer safety and wellness and community trust. This curriculum was developed for law enforcement officers of all ranks and experience, including basic entry-level recruits. Through facilitated discussions, group activities, and role-play exercises, the course participants will analyze what inhibits officers from intervening, recognize law enforcement-specific barriers to effective intervention, examine duty to intervene legal standards for law enforcement, and identify key benefits of an effective intervention.

    The ICAT de-escalation course, is a training program that provides first responding law enforcement officers and other first responders with the tools, skills, and options they need to successfully and safely defuse a range of critical incidents. Developed by the Police Executive Research Forum (PERF), ICAT takes the essential building blocks of critical thinking, crisis intervention, communications, and tactics, and puts them together in an integrated approach to training. ICAT is designed especially for situations involving persons who are unarmed or are armed with weapons other than firearms, and who may be experiencing a mental health or other crisis.  This course includes both classroom and scenario based learning components.  This course is funded through a cooperative partnership with the US Department of Justice – Office of Community Oriented Policing Services (DOJ-COPS).
